Check out paragraph 7:
"Most importantly, the congressional budget pact would prevent Senate Republicans from delaying or blocking Obama's plan to vastly expand government-subsidized health care when it advances this fall."
In English, this means: "The Democrats have decided to use the 'reconciliation' process in the Senate to make sure Obama's health care plan gets passed with only 50 votes, not the 60 that would normally be required for a massive new program like this."
Where is the "opposition" on this issue? Don't ask me, I don't know.
